Mr. Ulke is a partner based in New York and a member of the firm's Infrastructure Development, Mergers and Acquisitions, and Oil and Gas practices. He has extensive experience advising clients on the structuring, negotiation and execution of major international transactions, including project development and financing transactions, joint ventures, acquisitions and divestitures.
Mr. Ulke's recent transactions include the sale of a 50% participation in a leading oil refining venture in Germany and the structuring of several new multibillion-dollar joint venture projects in Venezuela for extraction and upgrading or refining of extra-heavy crude oil and for offshore exploration and production of natural gas. He has also advised public and private sector clients on many other complex cross-border transactions, most of them relating to Latin America, including stock and asset acquisitions and projects involving a variety of construction and financing arrangements. Previously, among other transactions, he worked on the debt restructuring of a leading Argentine wireless service provider and on several major energy infrastructure projects in Mexico, such as the country's first successful IPP project, the subsequent development of a number of combined-cycle power plants through private financing structures, and the development and expansion of the world's largest nitrogen production facility.
Mr. Ulke is admitted to practice in New York and Buenos Aires. In addition to his experience in international corporate transactions, he has also advised governments and companies on regulatory matters and has negotiated a number of settlements of large investment disputes.
