Luis Parada boasts a wealth of experience representing sovereign states and state-owned entities in investor-state arbitrations and other aspects of public international law. He is particularly experienced in International Centre for Settlement of Investment Disputes (ICSID) proceedings, and focuses his practice in Latin America.

International Arbitration and Public International Law

Mr. Parada has significant experience representing sovereign states in cases conducted under the United States-Central America-Dominican Republic Free Trade Agreement (CAFTA). He has acted as counsel for the disputing state in two Central America Free Trade Agreement (CAFTA) arbitrations that resulted in landmark victories for the state for lack of jurisdiction. In addition, Mr. Parada has acted as counsel for the non-disputing state in three additional CAFTA arbitrations, where he addressed the tribunal on issues of treaty interpretation. He also has significant experience representing states in ICSID arbitration proceedings conducted under bilateral investment treaties (BITs), investment laws, and state contracts, including joint ventures.

Mr. Parada also has significant experience advising sovereign states on other types of issues and disputes involving public international law, such as island sovereignty and maritime and land boundary disputes.

Mr. Parada is on the ICSID Panel of Arbitrators, designated by El Salvador.

A dual national of the United States and El Salvador, Mr. Parada is fluent in English and Spanish.
