Valerie Ellis has a flourishing practice focused on international trade law and regulation, litigation and dispute settlement in the U.S. and globally. Ms. Ellis counsels government, industry and agriculture clients on a wide array of legal and regulatory issues affecting cross-border trade with the United States. She has extensive experience with anti-dumping (AD) and countervailing duty (CVD) trade remedy proceedings, suspension agreement negotiations, and U.S. safeguard measures. Ms. Ellis also advises companies on foreign investment in the United States and U.S. national security restrictions on such investment.

International Trade Practice

Ms. Ellis represents international and domestic clients from a diverse range of industries. Her recent matters include defense of a major Russian integrated steel producer in multiple trade remedy and safeguard proceedings before the U.S. government and representation of a major North American agricultural producer in trade proceedings and related suspension agreement negotiations regarding fresh tomatoes from Mexico. She also regularly advises multiple exporters and importers from Asia, Europe, North America and South America in connection with ongoing trade remedy matters. She regularly appears before the Court of International Trade and other dispute settlement bodies.

In addition to her many years of private sector experience with the attorneys in Curtis’ international trade group, Ms. Ellis has spent periods of service in the public sector at the U.S. Departments of Commerce, Treasury and State.
