Timi Balogun specialises in the development and financing of infrastructure projects including upstream oil and gas projects and commercial transactions in Sub-Saharan Africa. He has worked on the development of large scale infrastructure projects and advises on government tenders for projects procured on a public private partnership basis (PPP).

Mr. Balogun has been recognised by Legal 500 UK 2022 for being "impressively analytical and presenting otherwise complex legal issues in a simple and concise manner". He has also been recognised by Legal 500 EMEA as an “expert based abroad for Ghana” and “skilled in infrastructure”, for his work as part of a team, advising Ghana National Petroleum Corporation on natural gas developments at the Jubilee, TEN and Sankofa fields.

He led the legal team that advised the sponsor on the winning bid for the concession of the Red Line of the Lagos State Light Rail Project in Nigeria and also advised the Nigerian government on the Nigerian Railway Corporation revitalization advising on financing the project using private sector debt capital to leverage government’s budgetary allocations.

Mr. Balogun also led the legal team that advised the Nigerian Minister of Transport on the development of a framework which has now been implemented in the concession of ten federal roads in Nigeria and advised the Nigerian Minister of Works on the funding proposal for the development of the 126km Lagos-Ibadan road project.

Before joining Curtis in 2015 he spent six years as General Counsel of Nigeria’s national infrastructure bank, The Infrastructure Bank in Abuja. Mr. Balogun was involved in the bank’s work on major infrastructure projects in Nigeria and overseas, he supervised development loans, project finance and fund management in a wide range of sectors, such as transportation, power and renewable energy, waste management, housing, municipal services and water supply.

He worked earlier in-house in the UK for the Anglian Water Group (FTSE 250) as sole commercial lawyer advising on procurement for capital investment programmes in water and waste water projects and associated infrastructures.

Mr. Balogun has been a key member of the Curtis team defending African governments, state entities and national oil companies in high profile disputes. In this regard, he has recently represented the Nigerian National Petroleum Corporation in commercial arbitration proceedings surrounding oil lifting entitlements and was part of a team of lawyers that defended Nigeria in efforts to resist the recognition and enforcement of a $9.6 billion award in favor of a B.V.I. entity.
