Andrei Baev is an energy and infrastructure partner based in London, Dubai and New York. He has more than 25 years of experience representing national oil companies (NOCs) and state clients in oil and gas sector transactions linked to manufacturing, cross-border pipeline projects, independent power projects, nuclear power plants, upstream and down-stream development projects, mining, telecommunications and infrastructure projects globally.
Mr. Baev has advised on several projects of major significance in the energy sector throughout North America, Latin America, Asia, CIS and the Middle-East, representing sponsors, international banks, financial institutions, export credit agencies and multilateral lending agencies.
Mr. Baev is well-versed in connection with virtually every aspect of the oil and gas industry, including upstream, midstream and downstream projects, and has advised some of the largest oil and gas companies in the world. He represented NOCs on the largest liquified natural gas (LNG) projects in the World, including PNG LNG, Stockman LNG and Sakhalin LNG.
Mr. Baev’s power sector experience includes working on inter-governmental arrangements, host governmental agreements, EPC and PMC contracts, power purchase agreements, supply and off-take contracts, capacity reservation agreements, commercial contracts, and all financing documentation for various power projects.
He has also represented clients in connection with large hydropower, gas-fired, coal fired and nuclear power plants and utilities projects throughout the CIS, Middle East, and Europe, and has advised lenders, multilaterals, and governments in connection with power projects financed on a limited recourse basis. Mr.Baev represented sponsors and EPC contractors on large nuclear power plant (NPP) projects, including Akkuyu NPP and Belene NPP.
He has advised on matters related to strategic alliances and joint ventures, as well as the acquisition of several power plants, gas transportation system, gas stations and other related assets. Mr. Baev represented RusHydro on the construction of several hydro power plants and the Government of Kazakhstan of concession of the national gas transportation system.
Mr. Baev possesses a wealth of knowledge in the mining and metals sector, and has a strong grasp of the manufacturing process and project management issues. As part of his career he was the President and CEO of a pipe coating company in Texas (USA).
Mr. Baev has written several articles on corrosion of downhole tubing in the United States oil and gas industry.
Mr. Baev is a trusted advisor on infrastructure-related matters, and has represented clients on several high profile matters globally, including privatisation and concession of airports in Dominican Republic, Greece and Russia and various PPP projects in the UK and CIS.
Mr. Baev’s practice includes a focus on securitization/capital markets, and he has worked with major international financial institutions on a variety of deals.
He is viewed among peers as a pioneer of securitizations and other structured finance deals in the CIS, which is evidenced through the many professional awards and citations he has received for Residential mortgage-backed securities (RMBS) deals over the years.
Mr. Baev has been recognized as a leading infrastructure, project finance, and energy and natural resources lawyer by some of the world’s leading legal publications such as International Financial Law Review (IFLR), Legal 500, Who’s Who Legal, Best Lawyers, The Lawyer and Chambers for many years.
He has been described by Chambers as a “recognized lawyer in the energy industry” and having “strong experience in project finance and transactional instructions.”
