Charles Buderi is a partner in the International Arbitration group, with an acknowledged depth of experience in public international law. Mr. Buderi has extensive experience in sovereign representation, including international arbitration, public international law and the general representation of States in their international activities.

Public International Law

Mr. Buderi's experience in public international law includes representation of States in inter-State disputes, proceedings before international organizations, including human rights bodies, the Universal Postal Union (UPU) and the International Civil Aviation Organization (ICAO), and investor-State arbitration disputes, as well as advisory work for governments in connection with sovereignty, treaty, investment, diplomatic, law of the sea and other public international law matters. He has represented States before the International Court of Justice in multiple proceedings, and in ad hoc arbitration disputes arising out of international treaties.

Recognized as a Global Market Leader in Public International Law in Chambers Global 2021, which praises him as “very strategic”, and for his “ability to foresee things down the line”. He has previously been described by the publication as “an accomplished international lawyer with a superb grasp of regional politics and history”, as well as for the quality of his advice, which is “always technically precise, practical and timely”.

International Arbitration and Dispute Resolution

Mr. Buderi's experience in international arbitration and dispute resolution is wide-ranging, focusing on representation of States in both investment treaty and commercial disputes. In such representations, he has handled cases arising under the rules of various arbitral institutions, including ICSID, UNCITRAL, ICC, OIC, DIAC and DIFC-LCIA, and involving disputes related to various industries, including the petroleum industry, infrastructure development and international transactions, among others. Prior to private practice he served as a legal advisor at the Iran-US Claims Tribunal in The Hague. He also argued and won the first case to be brought before the Courts of the Dubai International Financial Centre.

In recent years he has served as lead counsel in multiple treaty and commercial arbitration claims on behalf of various Gulf Cooperation Council States, involving disputes related to infrastructure projects, aviation rights and access, postal services, the legitimacy of criminal proceedings, the supply of military hardware and the investigation by State authorities of fraudulent activities by individual and corporate actors, among other matters.

Published Articles/Lectures

Mr. Buderi has published articles and lectured on topics related to territorial disputes, international arbitration, the law of the sea, the shipping industry, project finance and the development of energy infrastructure, as well as various other international law matters. His lectures on these and other topics have been delivered in diverse locations, including the Middle East, Africa, Latin America, the U.K. and the United States. In his latest book, The Iran-UAE Gulf Islands Dispute (Brill/Nijhoff publishers, 2018), he offers an in-depth international law analysis of the conflict between the United Arab Emirates and Iran over sovereign ownership of three Gulf islands located just outside the Strait of Hormuz, covering centuries of Gulf history which are key to understanding the rights of the two claimants to sovereignty over the islands under international law.
