Michael McMillen is a veteran finance lawyer, who focuses his practice on Islamic finance, project and infrastructure development and finance, investment funds, and real estate. He has more than 40 years of broad-based finance and corporate experience and is recognized as a global leader in Islamic finance and investment.
Mr. McMillen has vast experience in the development and implementation of innovative Shari’ah-compliant financial products and structures, many of them the first of their kind. His transactional work in the Middle East, North America, Europe, and Southeast Asia has included extensive investment funds work and transactions involving most major asset classes.
Mr. McMillen’s project, infrastructure, equipment and structured finance work includes responsibility as the lead counsel on a wide range of financings in industries such as petrochemicals, mining, infrastructure, real estate, pulp and paper and electricity generation and transmission, including nuclear, hydro, coal, gas, alternative and renewable sources. His work is conducted in countries including Afghanistan, Brazil, Canada, China, Colombia, Egypt, Gabon, Ghana, India, Kazakhstan, Pakistan, Peru, Saudi Arabia, Thailand, United Arab Emirates, Uzbekistan, Yemen and the United States. Many of his transactions broke new ground in these jurisdictions. Additionally, he has experience of a broad range of structures, including public-private partnerships (especially build-own-transfer (BOT), build-own-operate-transfer (BOOT) and similar structures), leases and various joint ownership and operations arrangements.
Mr. McMillen is an adjunct professor teaching Islamic finance and project and corporate finance at the University of Pennsylvania Law School and The Wharton School. He was the founding Chairman of the Islamic Finance Section of the American Bar Association, and thereafter served as Chairman and Senior Advisor for that section. He is a member of the executive editorial board of the Arab Law Quarterly. He has been responsible for capital markets and bankruptcy/insolvency resolution initiatives of the Islamic Financial Services Board and works as a consultant to The World Bank on a wide range of Islamic finance and banking matters, including the legal and regulatory matters relating to the implementation of Islamic banking in different jurisdictions. He publishes and speaks extensively throughout the world on Islamic finance and investment, project and infrastructure finance and structured finance.
