Are there special antidumping calculation rules for non-market economy (NME) countries?

Yes, there are special rules for calculating anti dumping measures for non market economy countries. For market economies, the normal value of a good is calculated on the basis of that good’s normal trading price in that country. In the case of a non market economy country, a third, “analogue” country is used to establish the good’s normal value. This is because the normal value of a good in a non market economy is not a reliable indicator of that good’s true value.
